When I moved to Portland, I decided to get Kana a raincoat because it's colder and wetter here. It also saves me time in having to dry her when we come in. She doesn't really seem to mind it until I put the hood up. I think the picture says it all.
I love it - I have a chihuahua that is always cold (even when we lived in FL) and I have to put his sweater on him. He loves it, he jumps up and down in anticipation.
